PURPOSE: Tactile outputting apparatus and method using a touch screen are provided to reproduce various senses by using a magnetic panel and an electromagnet. CONSTITUTION: A manipulation recognizing part(140) recognizes a manipulation object which corresponds to the recognized touch coordinate of a touch screen and recognizes the progress direction of a touch operation according to the change of the touch coordinate. A decision part(150) analyzes the manipulation object and determines the direction and intensity of magnetism according to the progress direction of the touch operation. According to the direction and the intensity of the magnetism, a magnetism controlling part(160) controls the magnetism of a magnetic panel.
