PROBLEM TO BE SOLVED: To determine an appropriate modulation scheme without degrading throughput.

SOLUTION: An eNB1-1 adopts frequency hopping which allocates a resource block to a UE2-1 according to frequency switching of an SRS from the UE2-1. When allocating a first downlink resource block to the UE2-1, an MCS of the first resource block is determined based on an SINR acquired for a second downlink resource block that has the same frequency band as that of the first downlink resource block and that was allocated to the UE2-1 in the past.
