PURPOSE: A load re-balancing method and mobile communication system therefor are provided to reduce the waste of wireless resources by blocking unnecessary signal connections. CONSTITUTION: An operator activates a load re-balancing function in MME1(201). The MME1 transmits an MME configuration update message to a base station apparatus(202). The MME1 establishes a cause IE type as a load balancing TAU required type(203). The base station apparatus releases all connections with the MME1. The base station apparatus establishes the load balancing TAU required and the cause IE of a release request message(204).
