PROBLEM TO BE SOLVED: To provide a transaction-processing device capable of shortening a customer's waiting time and hence reducing burden on the customer.

SOLUTION: A transaction-processing device for processing a transaction which a customer demands comprises: a continuous transaction frequency storage means which stores frequency of continuous transactions conducted by the customer; a congestion information acquisition means which acquires congestion information of customers demanding transactions; and a restricted frequency calculation means which calculates an upper limit of the frequency of continuous transactions based on the congestion information. When the frequency of continuous transactions of the customer reaches the upper limit of restricted frequency, a subsequent continuous transaction is forbidden and guidance of that effect is displayed to the customer.
