PURPOSE: A core network selecting method and apparatus therefor are provided to reduce communication costs by enabling a user to selectively access a core network customized at a calling plan. CONSTITUTION: A user selects an access core network(1120). In case the user selects a PS(Packet Switching) core network for a PS based service, a terminal accesses the PS core network(1130). A network provides the service to the terminal through the PS core network(1150). In case the user selects a CS(Circuit Switching) core network for a CS based service, the terminal accesses the CS core network(1140). The network provides the service to the terminal through the CS core network.
