PURPOSE: A counterweight device for an elevator with a front loading type unit weight and an elevator are provided to easily and rapidly work because a worker directly moves and loads an unit weight without using other equipment. CONSTITUTION: A counterweight device for an elevator with a front loading type unit weight comprises a support frame, multiple lifting support members(120), and an unit weight(130). The support frame comprises a pair of vertical parts(110a,110b). A vertical guide groove is formed in the interior of each vertical part facing each other. Both ends of the lifting support member are inserted in the guide groove of each vertical part so that the lifting support member can be lifted in a gap between the pair of the vertical parts. The unit weight is laminated on the lifting support member and the width of the unit weight is smaller than the gap between the vertical parts.
