<P>PROBLEM TO BE SOLVED: To facilitate appropriate traffic even with the existence of a vehicle not following a guidance. <P>SOLUTION: Acquisition means 1a acquires scheduled drive routes from a plurality of vehicles. Selection means 1c calculates, based on compliance degrees indicating ratios, related to respective vehicles having a first route as a scheduled drive route, that the vehicles in the past drove according to a notified route, an expectation value of the number of vehicles which are made to drive a route other than the first route by notifying selected vehicles of another route. And, the selection means 1c selects at least a part of the vehicles having the first route as a scheduled drive route so that the expectation value comes close to a predetermined value.
