Disclosed are a downlink data transmission method and a device therefor. The solution of the present invention enables a terminal device to use a single port CSI-RS to take a measurement and, on the basis of the measurement, to transmit single layer data. In the solution as put forth in embodiments of in the present invention, only single code transmission is supported between a terminal device and a network device, allowing for a low-cost CDI format, which is beneficial for supporting data transmission of terminal devices at the edge and for increasing the number of terminal devices supported.
