PROBLEM TO BE SOLVED: To provide a radio communication apparatus that can establish high reliability radio communication with a mobile body, and a radio communication method for use with the apparatus.

SOLUTION: The radio communication apparatus for establishing radio communication with a mobile radio apparatus disposed on a mobile body includes: a mobile body position computation section for creating predictive three-dimensional area data predictive of the position of the mobile body in a predetermined time from position information and speed information included in a radio signal transmitted from the mobile radio apparatus and three-dimensional area data; a radio state computation section for predicting a radio state to the mobile body according to the predictive three-dimensional area data; a switching determination section for determining whether or not the frequency band of the mobile radio apparatus needs to be switched in accordance with the radio state; and a transmission section for transmitting a switching signal to switch the frequency band to the mobile radio apparatus in accordance with a determination of the switching determination section.
