PROBLEM TO BE SOLVED: To provide a method by which a dispersing agent for a hydraulic composition imparting excellent dispersing effects and viscosity-reducing effects to the hydraulic composition can be produced on an industrial and practicable level. SOLUTION: The method for producing a phosphoric ester polymer is carried out as follows. A specific polyether monomer 1 having a polyoxyalkylene group, a phosphoric monoester monomer 2 and a phosphoric diester monomer 3 are regulated to pH≤7 and subjected to copolymerization.
