PROBLEM TO BE SOLVED: To enable high encoding efficiency to be realized by adaptively switching binarization methods utilizing a high probability that coefficients with small absolute values are consecutively generated in a high frequency component.

SOLUTION: A variable-length encoding unit 13 performs entropy coding on a value (NumCoeff) which is produced by subtracting "1" from the number of non-zero quantization coefficients among a plurality of quantization coefficients aligned in one dimension, and executes a symbol encoding step performing entropy coding and the like on 1-bit symbol (SIG) indicating whether a quantization coefficient arranged in one dimension is non-zero.
