PURPOSE: A coal drying apparatus and a coal quality upgrade system including the same are provided to change low-quality coal into high-quality coal by reusing carbon dioxide of exhaust gas discharged from a combustion boiler. CONSTITUTION: A coal drying apparatus comprises a porous drying unit(230), a rotating porous plate for hot air(240), a hot air supply pipe(300), a second coal outlet(290), and a vibrating plate(260). The porous drying unit comprises a coal feed hopper(220) and a first coal outlet(250) and is installed at an angle. The rotating porous plate for hot air is formed surrounding the porous drying unit and inclined according to the drying unit. The hot air supply pipe supplies hot air to the rotating porous plate for hot air in order to dry coal. The second coal outlet discharges dried coal, which is discharged through the first coal outlet, to outside. The vibrating plate transfers the dried charcoal. The dried coal, which is discharged through the rotating porous plate for hot air, is discharged by the vibrating plate to the second coal outlet.
