The device has a hollow square steel frame (1) welded of 10 m of wide at an inlet and 2 m of half submerged dragged height. A conical shape sacking bag is provided with terylene(RTM: synthetic polyester fiber), and a set of larger bases is tied on rear side of the frame. Smaller plastic bases are arranged at a collector made of plastic and heated at inner side by steaming of the boiling water to dilute the oil to be pumped.
