PURPOSE: A technical innovation consulting method based on the internet is provided to offer an objective evaluation tool for a small business by developing an electronic manual based on the internet. CONSTITUTION: A supporting agency notifies business plans. A small business applies a supporting business. A private agency analyzes innovation capability about the applied small businesses. The private agency submits an analyzed report. The determined small businesses are evaluated and are deliberated based on the analyzed report. A progress management and post management are performed.
