<p><P>PROBLEM TO BE SOLVED: To provide an inexpensive paper post-processing device capable of easily changing a staple by one hand, and requiring no dial knob; and an image forming device. <P>SOLUTION: The paper processing device equipped with a stapler 13 binding a bundle of carried paper, comprises a moving means including a staple slider 30 moving the stapler 13 to a staple changing position, a guide rod 36, and a stepping motor for moving the stapler; a staple presence/absence detecting sensor detecting the presence/absence of the staple; and a guide rib 2b regulating a position of the stapler 13 at the staple changing position. When the absence of the staple is detected by the staple presence/absence detecting sensor, the stapler 13 is moved to the staple changing position.
