PROBLEM TO BE SOLVED: To achieve memory saving by devising a method of storing a certificate revocation list (CRL). SOLUTION: A verification server device 100 includes: a revocation information extracting unit 103 for extracting a serial number and an issuer for each public key certificate from the CRL provided from a CA terminal device 300; and a hash table generating unit 104 for generating a hash value by applying a minimal perfect hash function to the extracted serial number and issuer, computing a differential between each of serial numbers of revoked public key certificates and a minimum serial number among the revoked public key certificates, and generating a corresponding relationship between the computed differential and the generated hash value as a hash table.
