<P>PROBLEM TO BE SOLVED: To provide an MEA (membrane electrode assembly) capable of effectively utilizing reaction sites present in an embedded place of a catalyst layer, and to provide a method of manufacturing the same. <P>SOLUTION: Ionomer 163 is formed on outer surfaces of carbon particles 161 composing a cathode catalyst layer 16 so as to cover catalyst particles 162. A part of the cathode catalyst layer 16 of an electrolyte membrane 12 side is embedded in a skin layer 15 (the embedded place (A)). The skin layer 15 is composed of a material having proton conductivity and high oxygen permeability. Thereby, oxygen supply via the skin layer 15 is become possible to a position near the catalyst particles 162 existing in the embedded place (A).
