The present invention relates to an environmentally friendly PVC composition, a preparation method thereof, and a construction material comprising the same, and more specifically, to an environmentally friendly PVC composition comprising a PVC resin, a lead-free heat stabilizer, and a yellow soil powder or a white clay powder of 200-6000 mesh having a water content of 15.0 % or less, a preparation method thereof, and a construction material comprising the same. According to the present invention, it is possible to provide an environmentally friendly PVC composition by not generating harmful materials, particularly harmful heavy metals, compared with a construction material comprising a known PVC composition, has antibacterial and fungicidal effects because of generating far infrared rays and anions, continuously maintains physical properties appropriate for KS standard, particularly shows excellent texture and color and shows no or little discoloration due to ultraviolet rays if yellow soil is applied and shows a high quality of color due to natural coloring if baked white clay is applied, and shows superior light stability against ultraviolet rays and weather resistance even without containing an expensive UV screening agent compared with the case containing a UV screening agent, a preparation method thereof, and a construction material comprising the same.
