PROBLEM TO BE SOLVED: To detect an object with high accuracy even when an outline shape of an object to be detected is lost by a shield. SOLUTION: A window image is extracted from an picked-up image picked up by an imaging apparatus 12 and input to a computer 16. A partial region corresponding to each partial feature of an identification model is set to the extracted window image. It is determined whether a high-intensity region is included in each partial region. When the high-intensity region is not included, a high score or a low score is given depending on a feature amount extracted from the partial region. When the high-intensity region is included, zero or an average value of the high score and low score is given as a score. Based on a total score which is obtained by summing the respective scores of the partial regions, it is discriminated whether the window image is an image presenting a pedestrian to be detected.
