The present invention discloses a method, device and system for selecting a policy and charging rule function (PCRF) entity. Wherein, the method comprises: a Diameter Routing Agent (DRA) receives a message transmitted by a gateway when IP Connectivity Access Network (IP-CAN) session of a user device is established; the DRA selects the PCRF entity for the above-mentioned IP-CAN session according to a major ID of the message; wherein, the UEs sharing subscription information have the same major ID. Through the present invention, it can be resolved that the problem of the policy and charging control collision is resulted in by the different PCRFs performing the policy and charging control when multiple users share the subscription information.
