PURPOSE: A device for preventing deposition of earth and sand to a ship ballast tank and for handling the earth and sand and a method using the device are provided to prevent earth and sand from becoming deposited onto a ballast tank if a ship does a ballast operation sailing on the sea with a lot of earth and sand. CONSTITUTION: A device for preventing deposition of earth and sand to a ship ballast tank and for handling the earth and sand comprises an upper ballast tank(B), a lower ballast tank(C), an openable non-water-tight hole(3), an openable non-water-tight plate(4) and a washing tube.
