PROBLEM TO BE SOLVED: To allow random access even when the length of a GOP is increased.

SOLUTION: An access point P picture being an access point P picture used for prediction as an access point, and predicted based on either an I picture at the beginning of video information unit to which the access point P picture belongs or a previous access point P picture predicted, based on the I picture at the beginning of the video information unit is encoded; and a P picture and a B picture predicted from the last access point P picture as a picture after the access point P picture without being used for prediction for a picture before the last access point P picture, are encoded.
