A method, system and base station for mapping cell resources are disclosed in the present invention, wherein the method includes the following steps: a target cell in a Muting set maps a Channel State Information-Reference Signal (CSI-RS); other cells in the Muting set map data at a portion of time-frequency resource corresponding to the CSI-RS which the target cell maps. The base station is configured to, if a target cell in a Muting set maps a CSI-RS, control other cells in the Muting set to map data at a portion of time-frequency resource corresponding to the CSI-RS which the target cell maps. Compared with the method of no data being sent without exception at resource elements for neighbor cell mapping CSI-RSs, with the present invention, system throughput is increased.
