<p><P>PROBLEM TO BE SOLVED: To form a processing plan for processing all kinds of products even when there is a combination nonoperable in connection between the kinds as an operational restriction. <P>SOLUTION: This processing order plan preparing device refers to a following kind registering part to extract kind candidates that can be processed in the Nth order in operational restrictions to the kind determined in the (N-1)th order (step S3), and determines whether the kind coming to zero residual amount of the preplaced kind exists among the kind candidates (step S4).
