PURPOSE: A waterproof and surface reinforcing material of an asphalt-paved surface, a manufacturing method thereof, and a repairing and reinforcing method of an asphalt-paved surface using the same are provided to prevent damage to asphalt by cutting off humidity and ultraviolet rays. CONSTITUTION: A waterproof and surface reinforcing material of an asphalt-paved surface is composed of bitumen, monomer, powdered filler, ultraviolet screener, plasticizer, penetration enhancer, surface drying agent, hardener, and stabilizer. The plasticizer is composed of one of oleic acid, carboxylic acid, and dibutyl phthalate. The surface drying agent is composed of one of cobalt, manganese, iron, nickel, cerium, stearate, and cobalt naphtanate.
