ATTACHMENT, ADAPTER, MANAGEMENT SERVER AND CHARGING SYSTEM

PROBLEM TO BE SOLVED: To allow utilization by the majority of persons, to charge a power use charge and a communication use charge on a true user without performing large-scale construction work, and to enhance safety.

SOLUTION: A power supply part 13 supplies power from an outlet plug 10 to the outside. A communication part 14 performs wireless communication with an external apparatus used by the user. A measurement part 31 measures power and a data communication amount. An attachment function part 12 manages charging information on the user by use of one of a first method wherein electronic money information of a money amount corresponding to the measured power and data communication amount is subtracted from the external apparatus through the communication part 14 and a second method wherein identification information of the external apparatus associated with specific information of the user in a management server 5 is obtained from the external apparatus and is transmitted to the management server 5 through the outlet plug 10 associatively with the charge obtained from the external apparatus.
