PROBLEM TO BE SOLVED: To efficiently generate a test table in a monitoring control system. SOLUTION: The test table generation device includes: a logic drawing analyzing part 20 for analyzing a logic drawing LG1 stored in a logic drawing storage device 1; an input value generating part 8 for generating an input value for each input value type obtained by dividing an analog value, on the basis of an input point 11 of the logic drawing LG1 derived by the logic drawing analyzing part 20, and input specifications ITB1 of the logic drawing LG1 stored in the input specification storage device 2; an output value generating part 6 for generating an expected value to the input value generated by the input value generating part 8 for each of output points 15 and 18 corresponding to the type of a computing element derived by the logic drawing analyzing part 20; and a table generating part 9 for generating a test table TTB1 on the basis of the input value generated by the input value generating part 8 and the expected value generated by the output value generating part 6.
