<p><P>PROBLEM TO BE SOLVED: To provide a sound signal processing apparatus that precisely determines a non-input state and also has a high power saving effect, and also to provide a sound reproducing device. <P>SOLUTION: The number of times the signal level of a sampled and quantized sound signal becomes equal to or more than a first threshold or becomes equal to or less than a second threshold equal to or less than the first threshold within a first time or a second time is counted to determine whether the state is the non-input state having no input of a sound signal.
