PROBLEM TO BE SOLVED: To report broadcast information to be reported from a local government to local residents by utilizing a public communication network to which the base station of a cellular phone is connected. SOLUTION: When an operator operates a transmitter 1 provided in a transmission location 2, the transmitter 1 transmits a packet storing the broadcast information such as disaster prevention information and the information of events or the like to be reported from the local government to the local residents corresponding to the operation of the operator to the public communication network 6 configured as an IP (Internet Protocol) network, a router 16 performs transmission to a notification terminal device 9 corresponding to the IP address of the packet, and a speaker 8 connected to the notification terminal device 9 corresponding to the IP address emits voice as the broadcast information. Thus, there is an advantage in which the public communication network 6 to which an existing base station 4 is connected can be utilized, and the small-scale wiring construction of connecting the transmitter 1 to the public communication network 6 by wiring 7 in the transmission location 2 and connecting the notification terminal device 9 to the side of the public communication network 6 of the base station 4 by wiring 10 in an erection structure 11 is sufficient.
