PURPOSE: A system for preventing start-up before preheating of an engine is provided to prevent incomplete combustion or damage to the engine caused by ignition fail. CONSTITUTION: A system for preventing start-up before preheating of an engine comprises a start key(110), a cooling water temperature sensor(120) for sensing the temperature of engine cooling water, a preheating device(130) for preheating the engine, a start-up motor(140) for starting the engine, a battery(150) for driving the start-up motor, a preheating relay(160) which applies a driving signal to the preheating device according to the operation of the start key, a start-up relay(170) which applies a driving signal to the start-up motor according to the operation of the start key, and a controller(180).
