<p><P>PROBLEM TO BE SOLVED: To promptly detect a failure or the like without discarding any Trap even during network channel switching or the like and to detect Trap missing even without adding any new function for a Trap re-issuing request or the like. <P>SOLUTION: When a Trap issuing unit 16 issues Trap in network channel switching, a switching control unit 18 controls a Trap holding unit 17 to hold the Trap until network channel switching is completed.
