PURPOSE: A submersible drilling device and a method for conducting a pipe-type foundation element to the bed of the water area are provided to reduce the number of devices installed on the bed during a single work process by temporarily fixing a foundation element on a submersible working platform during drilling. CONSTITUTION: A submersible drilling device comprises a rotary drill drives(35), a submersible working platform(2), a mounting unit(30'), and a holding unit. The rotary drill drives rotate a drill rod which operates inside a foundation element(3). The submersible working platform is installed in the bed of the water area. The mounting unit is installed in the foundation element. The holding unit pivotally fixes the foundation element on the working platform. The mounting unit comprises a clamping unit for fixture on the foundation element.
