PROBLEM TO BE SOLVED: To provide a paper sheet which can be simply and conveniently used as a paper envelope, a cover or the like in various types of IC cards each having an IC chip mounted therein as one of various types of paper products having a skimming prevention function. SOLUTION: The paper sheet for skimming prevention has a sandwich structure of 3 layers wherein a paper sheet is bonded onto each of front and back side surfaces of an ultra-thin electromagnetic-wave shielding sheet, that is, the electromagnetic-wave shielding sheet is provided as an intermediate layer. The electromagnetic-wave shielding sheet is an ultra-thin sheet of a metallic foil made of one of various sorts of metals of aluminum, copper, iron, and like. Or the electromagnetic-wave shielding sheet is an ultra-thin synthetic-resin film having metallic powder coated or printed on one side of the film in a grid or mesh pattern. The entire sheet is set to have a thickness of 0.3 mm or below. An art paper, a coated paper, or a Kent paper is used as the paper sheet, and the paper sheet has flexibility as a whole.
