<p><P>PROBLEM TO BE SOLVED: To reduce the lift force acting on a photovoltaic power generation array rack base for supporting a solar cell panel. <P>SOLUTION: An air flow control plate 11 is provided through predetermined diagonal bracings 3, 4 fitted to supports 2A of a photovoltaic power generation array rack 10 where the solar cell panel 1 is installed at a predetermined tilt angle so as to form a ventilation slit 12 with a lower surface of the solar cell panel 1.
