PROBLEM TO BE SOLVED: To improve durability in a bearing between a pulley and a pulley hub. SOLUTION: A stationary cam disk 9 fitted around the pulley 1 and a moving can disk 10 movable in the axial direction are assembled between a flange 7 and a stop ring 8 disposed in the pulley hub 3 supported by a bearing 4 in the pulley 1. A torque cam 14 is disposed between the stationary cam disk 9 and the moving cam disk 10. A friction plate 30 fitted around the pulley hub 3 to form a friction clutch together with the moving cam disk 10 and an elastic member 40 energizing the friction plate 30 toward the moving cam disk 10 are assembled between the moving cam disk 10 and the flange 7, so that counterforce to the axial force loaded on the moving cam disk 10 by the pressing force of the elastic member 40 and the action of the torque cam 14 is born by the flange 7 and a washer 11. A rotation angle restricting means 20 is disposed between the stationary cam disk 9 and the moving cam disk 10 to prevent the torque cam 14 from running upon when an excessive rotational torque is loaded.
