PROBLEM TO BE SOLVED: To enable a second telephone terminal to transfer a speech with a third telephone terminal to a first telephone terminal even without changing a telephone relay device managing the second telephone terminal. SOLUTION: A second device 120 includes a first virtual terminal and a second virtual terminal. The second device 120 controls a first device 110 to switch a connection destination of a third telephone terminal 32 to the first virtual terminal and switch a connection destination of a second telephone terminal 22 to the second virtual terminal. The first virtual terminal is then brought into a holding state. Thereafter, the first virtual terminal transfers and originates a call to the first telephone terminal 12 to call the first telephone terminal.
