PROBLEM TO BE SOLVED: To fix both high and low image density parts of a toner image formed on a recording medium. SOLUTION: The fixing device includes a laser beam emitting units 5a and 5b by which a plurality of laser beams 4a and 4b generated by laser beam sources 3a and 3b are emitted to the surface of a recording medium 2 so that the emitting positions are relatively moved in one direction. When the laser beams 4a and 4b are emitted to toner images 7 and 8 formed on the recording medium 2 and these toner images 7 and 8 are fixed to the surface of the recording medium 2, the laser beams 4a and 4b are made identical in the width of beam output and emitting area in one direction, and the laser beams are emitted to the toner images 7 and 8 independently. If the toner images 7 and 8 have a plurality of toner layers, a temperature of toner in the interface between the surface of the recording medium 2 and the toner layers is made to reach the fixing temperature of toner at least in the final one of the emissions of laser beams other than the initial emission.
