PROBLEM TO BE SOLVED: To provide an image processing apparatus generating a beautiful photographic mosaic image by using a predetermined image as a material without requiring a special apparatus or skills. SOLUTION: A tag information analyzing section of a tag processing section 39 analyzes image tags pasted to each block of the generated photographic mosaic image, and identifies how many kinds of images represented by the tags are each pasted. A target block determining section compares a ratio calculated by the tag information analyzing section with one designated by a user via a user request input section, and identifies a block in which an image should be replaced again so that the portion of block where an image including a predetermined tag added thereto shows the figure designated by the user.
