PURPOSE: A capillary tube type degassing outlet and a method for constructing waterproofing or floor materials using the same are provided to emit gas or steam to the outside by the formation of the capillary tube type degassing outlet inside concrete or mortar. CONSTITUTION: A capillary tube type degassing outlet comprises a body(22) and a capillary tube(21). A space is formed at the center of the body, and the bottom of the body is opened. The body has one or more kinds of through-holes on a side wall thereof. The capillary tube is extended and projected from the upper part of the body.
