PROBLEM TO BE SOLVED: To provide an image forming apparatus and image forming method for preventing local filming. SOLUTION: The image forming apparatus 10 forms an image in an image region on a photoreceptor drum 41 using toner containing a lubricant, and forms a band-like patch PT for forcibly discharging toner, extending in a main-scanning direction in a non-image region on the photoreceptor drum 41. The image forming apparatus includes a coverage detection part 3 for detecting average coverage of a continuously printed image group. The image forming apparatus 10 further includes a control part 1 that counts the driving time of the photoreceptor drum 41 with reference to the time when a first image group is completed to be continuously printed and determines the length of the sub-scanning direction of the patch PT for forcibly discharging the toner according to the driving time of the photoreceptor drum 41, when a second image group is continuously printed immediately after the first image group is continuously printed and when the average coverage of the first image group is a predetermined value or more and the average coverage of the second image group is a predetermined value or less.
