A mediation platform and a method for providing a chip card to be used as an authentication key of a local mobile telephone number through the mediation platform are disclosed. The mediation platform comprises a processor, an encryption equipment, a transmission device, a receiver, a decryption equipment, and a calculator, wherein, the authentication key is generated through an algorithm, and the local mobile telephone number is started through a local authentication center. Through the method, the chip card and the mediation platform generate a same authentication key themselves at the same time, and the generated authentication key is transmitted to the local authentication center of the local area by the mediation platform, thereby the chip card can generate the authentication key itself without in manner of inputting from the external.
