PROBLEM TO BE SOLVED: To suppress a speed change of an image carrier and to prevent image disturbance, resulting from the suppression in a transfer device and image forming apparatus that includes the belt-like image carrier and a transfer roller with a notched shape in a portion of its circumference. SOLUTION: In a period of time for which the circumference of a secondary transfer roller with a recess is located at a transfer nip, the rotating speedω0 of the secondary transfer roller at a first-half period (time t10 to t11) through which a recording material passes is made different from the rotating speedω1 at a second-half period (time t11 to t12) for which the elastic layer of the surface comes into direct contact with the intermediate transfer belt, after the passage of the recording material. By doing so reset to the initial value T0 can be made, while gradually decreasing the change in the tension of the intermediate transfer belt, which results from the circumferential speed difference between the belt and the secondary transfer roller.
