PROBLEM TO BE SOLVED: To provide a device which inspects an operation of a program before the program is installed into a device or a computer as a target of the program. SOLUTION: The program inspection device is equipped with: a means which analyzes a first program and extracts a transition operation as an operation accompanying state change of a second program which operates on a computer running the first program; a means which reads one or more policy conditions as a regulation which must be kept while operation of the computer running the first program; and a means which analyzes the operation of the first program on the basis of the transition operation and the policy conditions.
