PROBLEM TO BE SOLVED: To provide a silicate-based chemical liquid for stabilizing soil quality having high permeability to ground even when hardening time is adjusted for a flash setting type, and a construction method for stabilizing ground using the same. SOLUTION: In the silicate-based chemical liquid for stabilizing soil quality including a base liquid containing 5 mass% or more of sodium silicate and a liquid of curing agent, the liquid of curing agent substantially includes sodium hydrogensulfate, anhydrous aluminum sulfate and/or hydrate aluminum sulfate, and water, and the content of the anhydrous aluminum sulfate and hydrate aluminum sulfate is 3-15 moles per 200 L of the liquid of curing agent.
