PURPOSE: A friction pressure type permanent anchor and a construction method thereof are provided to securely mount a wing by using a tensile member without using packers swelling with fluid. CONSTITUTION: A friction pressure type permanent anchor comprises an anchorage head(10), an anchorage wing(20), one or more bands, one or more tensile members(40), an elastic member(50), and a cutting blade(60). The anchorage wing is installed on the circumference of the anchorage head. The band supports the more than two anchorage wings with the circumference of the anchorage head. The elastic member flexibly supports the anchorage wing in an extensive direction.
