PROBLEM TO BE SOLVED: To smooth traffic by changing a charging style in accordance with a time period.

SOLUTION: The communication system includes: a plurality of communication terminals, a subscriber information management means for managing subscriber information and charging information for each subscriber; a band monitoring means for monitoring a band utilization situation of monitor lines; a notification means for notifying all or part of communication terminals of subscribers about state transition information indicating that the band utilization situation of the monitor line is busy and additional charging is required for continuously utilizing the line when the band utilization situation of any of the monitor lines exceeds a threshold; an acknowledgement management means for managing an acknowledgement from each communication terminal; a restriction means for restricting or not restricting communication traffic of each communication terminal in accordance with whether to approve additional charging on the basis of the acknowledgement; and a charging means for performing additional charging of communication traffic of each communication terminal during an additional charging period when approving additional charging based on the acknowledgement, and storing charging information of a corresponding subscriber into the subscriber management means.
