DEVICE FOR ENCODING MOVING IMAGE, METHOD OF CONTROLLING THE SAME, AND PROGRAM

PROBLEM TO BE SOLVED: To provide a technology of encoding a moving image executing appropriate intra/inter-determination when subjecting intra-prediction encoding to parallel processing.

SOLUTION: When a reference pixel to be used in a selected inter-prediction mode is not encoded in the case where sub-macroblock is subjected to parallel processing in intra-prediction encoding, a reference pixel is acquired from an input image and an inter-prediction error is calculated. Then, the inter-prediction error is corrected by the degree of encoding degradation when performing inter-prediction by referring to an encoded pixel. An inter-prediction mode to be employed is determined by comparing an inter-prediction error calculated in another inter-prediction mode with the corrected inter-prediction error.
