<p><P>PROBLEM TO BE SOLVED: To provide a buffer construction device which makes it possible both to reduce the risk of the leakage of water from a buffer and to improve the working efficiency in its construction. <P>SOLUTION: The buffer construction device includes a fastening means (rammer) R for fastening earth materials and a support for supporting the fastening means.
