PURPOSE: A device for manufacturing an air buffering member for packaging is provided to improve productivity by simultaneously performing air cell formation process and air injection process by using one facility. CONSTITUTION: A device for manufacturing an air buffering member for packaging comprises a sheet feed part(110), an air valve formation part(120), an air cell formation part(130), an air injection part(150), a sealing part(160), a cutting part and a conveying part(180). The sheet feed part supplies a plurality of sheets. The air valve formation part forms an air valve on the sheet. The air cell formation part forms the air cells on the sheet having the air valve.
