Provided is an image processing apparatus that enables even an area including a motion area to obtain a high-quality image from which noise has been removed. An estimation of a motion vector from a pixel of interest in a frame to be processed to a reference frame is performed to determine a reference pixel the position of which corresponds to the motion vector in the reference frame. One of reference pixels, the difference between the pixel value of which and that of the pixel of interest is equal to or less than a predetermined criterion, is used, together with the pixel of interest, to obtain an arithmetic mean therebetween, and the arithmetic mean is then used as the pixel value of the pixel of interest as processed. At this moment, a half or less of the motion vectors estimated for the respective reference frames are selected, and those ones of the selected motion vectors which have been regarded as having high reliabilities are employed.
